Mix together the chana flour,elachi,nutmeg,2 tblsp ghee and the milk. Using both hands mix to form bread crumbs. In a pot place ghee and add chana flour mixture. Stir for 45 minutes on low heat until it has a golden brown colour. Remove from stove and let cool. Add icing sugar to taste. Line pyrex dish with wax paper and pat dough with hand. Decorate with coloured almonds or pecan nuts.
